The board of directors of the European Parquet Federation (FEP) met online last month and discussed the parquet situation in the European markets.
According to FEP, the situation has continued to slightly improve during the first part of the year, but is slowing down a bit since the summer. All in all, European parquet markets are flat. The sector is coping with rising costs, especially for softwood, energy, and wages. The sector is also facing lots of uncertainties. While the situation with the U.S. seems to have stabilized for the time being (a 15 percent tariff being applied on all EU parquet products exported to the U.S.), recent amendments proposed by the European Commission (EC) to the EU Deforestation Regulation (EUDR), waiving the further postponement announced in September, prolong a situation of costly uncertainty and unrealistic implementation timelines.
FEP urges the EC to introduce a “stop-the-clock” mechanism that allows policymakers to have a proper and comprehensive assessment of the regulation’s impact and implementation. The FEP says such a reassessment should aim to identify genuine simplification measures and to render the EUDR obligations truly workable, while fully preserving the regulation’s legitimate environmental objective of combating deforestation.
Concerning the impact of the Anti-Dumping Definitive measures on multilayer wood flooring originating in China published mid-July, FEP says there has been a noticeable decrease in the volume of imports of parquet flooring from China in the recent months. FEP says that on those declining volumes, Chinese exporters now frequently offer even lower prices than before the Anti-Dumping Investigation and there are also increasing offers of parquet products from other countries which were not supplying large volumes to the EU before. FEP carefully follows these developments and will not hesitate to approach the EC with new evidence and information to request further assessment by the EC of these latest trends through new investigations.
